Water repellent means that the pants don't get wet too quickly but they will not keep you dry under normal rainfall. You would have to add over-pants for this.
Water repellent properties can be reactivated by ironing the pants after washing.
It is very important to be protected from the wind, in activity as at rest, because it cools the body enormously.
